Listing distinct Registrant, Admin, Tech, and Billing contacts has been around since the early days of commercial internet & the launch of .com, net, and .org TLDs.
ICANN’s current policy is changing so that domain registrations are no longer forced to include a distinct Administrative Contact in many situations.
The Registrant (owner) contact remains required, and whether you get a separate Admin contact role will depend on registry policy and whether the registrar chooses to collect/use one under the new rules.

In practical terms, domain owners of .com, .net, and .org should expect that Administrative contact fields will disappear from registrar interfaces as registrars update their systems to comply with the new policy. While some registrars may still offer an optional field for internal use, it will not be required by ICANN or the registries. Transfers, disputes, and official correspondence will rely solely on the Registrant contact.
The same goes with national / ccTLDs. For example, the new regulations for Greece as applied to the .GR ccTLD remove the Administrative Contact completely.
A recent email from Papaki, the only ICANN-accredited domain Registrar in Greece, notes the following (translated from Greek:)

We would like to inform you that from the beginning of October 2025 the admin contact (Admin Contact) for your .GR domains will be removed as an option in the control panel and accordingly any registration will be deleted from the name registry.
This change follows the policy of the official Registration Authority for .GR domains (FORTH), according to which the admin contact is optional and its maintenance is not required.
No action is required on your part. The process is fully automated and does not affect the validity or operation of your domain names.
