Some ‘smart entrepreneur‘ is currently selling the full monty via an .XYZ web site called DownLoadWHOISdata.
The domain appears to have been registered in late January, according to DomainTools.
The sample records it provides, group every gTLD in its own CSV file; the practice seems to violate the rules of the agreement that grants access to the zone files, via the ICANN CZDS portal.
According to the web site, the cost for obtaining the entire database is $149 dollars, and then $10 dollars per month thereafter to receive daily updates of the records.
This practice definitely assists unscrupulous domain spammers in extracting email addresses and further bombarding domain owners.

They are simply reselling the whois data from:
https://www.whoisxmlapi.com/whois-database-download.php
This by the way is against their TOS and will lead in quick cancellation when
the account holder is identified.
