ICANN has sent out a notice of non-compliance, threatening to discredit Vietnamese registrar, Mat Bao, unless they comply promptly.

The notice of breach, sent out two days ago, states that the breaches result from the following:

  1. Mat Bao’s failure since 1 February 2012 to deposit Registered Name Holder and Registration Data with an escrow agent pursuant to Section 3.6 of the RAA;
  2. Mat Bao’s failure to provide a link on its website to ICANN’s Registrant Rights and Responsibilities as required by Section 3.15 of the RAA;
  3. Mat Bao’s failure to provide an interactive web page with access to a Whois service that provides all data concerning Registered Names sponsored by the registrar, as required by Section 3.3.1 of the RAA; and
  4. Mat Bao’s failure to pay past due accreditation fees pursuant to Section 3.9 of the RAA.

Apparently, naughty Mat Bao hasn’t been paying ICANN its fees for almost the entire 2012, and their WHOIS tool isn’t providing the expected information for domains registered at Mat Bao. They have until January 17th, 2013 to comply or risk losing accreditation.

The Vietnamese registrar was “established since 2002 – the time of Internet toddlers first steps in Vietnam – with only 5 people, beginning with the construction of the website and software development according to customer requirements. Today, Mat Bao is operated by the founder of Le Hai Binh.” – according to the company web site.

We aren’t sure why they don’t pay the ICANN fees, but it seems that it’s not just work at Mat Bao, there’s lots of team-building activity going on, as seen in the following “Gangnam style” images. 😀
