It just goes to show that a bad investment in one country is a safe one in another. I would imagine that the development and hosting of such a domain would have to be outside the U.S. as well, otherwise, jurisdiction plays a role and the U.S. Government can still seize the site for operating on U.S. soil.
Pheenix is a great registrar and some good domain names might be expensive ,but i think good domains worth investing.
